Urban development is a major contributor to stormwater-caused pollution. Development or redevelopment of property represents an opportunity to incorporate post-construction controls that can reduce water quality impacts over the life of the project. This page provides resources to help project applicants include post-construction stormwater controls in development project designs. Specific project questions should be directed to the relevant planning and permitting staff at individual municipalities. The resources on this page are organized in the following sections:

C.3 Regulated Projects Guide

The C.3 Regulated Projects Guide (Version 2.0) has been updated for MRP 3.0 and is now available for download by clicking on the blue box below. It was created to help developers, builders, and project sponsors include post-construction stormwater controls in their projects in order to meet MRP and local municipal requirements that reduce the long-term impacts of development on stormwater quality and creek channels.

When using this guide, please keep in mind that some requirements may vary from one local jurisdiction to the next. In the very early stages of project planning, contact the local permitting agency to schedule a pre-application meeting to learn how the C.3 requirements will apply to your project.

The Green Infrastructure Design Guide (GI Design Guide) was developed to be used with the C.3 Regulated Projects Guide. Together these documents are referred to as the SMCWPPP GreenSuite, and are intended to provide complete guidance and useful resources for C.3 regulated projects, as well as other non-regulated green infrastructure and Low Impact Development projects. The GI Design Guide provides additional design guidance and inspiration for a number of green infrastructure facility types and project settings, including streets, buildings and lots. The GI Design Guide also provides additional considerations for design construction, implementation and operations and maintenance of green infrastructure facilities. The appendices of that guide include templates for maintenance activities and additional resources for local agencies, designers and builders.

The previous version of the C.3 Regulated Projects Guide, 1.0 (February 2020) is available here.
